it looks like you are running into a known Windows problem. Did you try to re-download the installation file? If this don't work, other things may be the problem. Maybe the .NET Framework is corrupted. You can try to download and install Microsoft .NET Framework Redistributable again. Maybe you have a corrupted Registry. Best way is to completely re-install your computer to fix such a problem.
